Does "paint and primer in one" mean I can skip primer?
Not always. "Paint and primer in one" usually means the finish paint has improved adhesion and sealing ability on suitable, previously painted surfaces. It does not replace a dedicated primer for every situation. Bare drywall, patched areas, stains, tannin bleed, glossy surfaces, raw wood, problem surfaces, or major colour changes may still need the correct primer.
